The Information Technology Council of North Dakota Legislative Update
The North Dakota Legislature recessed March 26-27 and March 30-31 due to flooding and inclement weather conditions. It reconvened on Wednesday, April 1.
All bills were scheduled to be out of committee by the 55th legislative day (March 26), but because of the recess, that deadline has been suspended. All bills now need to be out of Senate committees by the 58th legislative day (April 6) and out of House committees by the 59th legislative day (April 7). ITCND will continue to monitor the remaining bills as they move to the floor of their respective chamber, and then move into conference committee, if necessary.
Status of Key Bills
SB 2003 – Support
This bill is the North Dakota University System’s appropriation bill. The bill was passed, as amended, out of the House Appropriations-Education and Environment Subcommittee March 31. The amendments included moving the $1 million in funding and policy language for the STEM loan forgiveness program from SB 2062 to SB 2003. The bill already contains $696,000 for the program for a total of nearly $1.7 million (governor’s budget recommended $2.7 million). The bill has not yet been acted on by the full House Appropriations Committee.
SB 2016 – Support
This bill is the Job Service North Dakota appropriation. The House approved the amendments recommended by the House Appropriations Committee today. The bill includes $1.5 million for Workforce 20/20, $200,000 for the spidering program and authorization for New Jobs Training. Included in the amendments is a change in the funding source for the job spidering program from the general fund to federal fiscal stimulus funds. The bill will now go to the House for final consideration.
SB 2019 – Support
This bill is the ND Department of Career and Technical Education (CTE) appropriation. The House approved the amendments recommended by the House Appropriations Committee today. The amendments include the following:
· Increase of $200,000 for the virtual area centers to provide total funding of $2.2 million (CTE’s request was $2.4 million, Senate provided $2 million). These centers offer IT courses to students who previously did not have access to them, and each center is required to offer at least two credits of IT coursework to all students in member schools.
· Increase of $200,000 to increase program reimbursement rates for total funding of $2 million (CTE’s request was $3 million, Senate provided $1.8 million). This is important due to the high cost of equipment for these courses and increased staffing needs due to smaller class requirements for lab settings. This provides an incentive for additional schools to add CTE courses, including IT, to their curriculum.
· Removed $400,000 to increase the number of career resource coordinators. These individuals would assist in providing information to students and educators on the career clusters, including the IT cluster.
· Restored $206,000 of the $305,000 removed by the Senate for workforce training grants for a total of approximately $3.2 million.
The bill will now go to the House for final consideration.
SB 2040 – Support
SB 2040 unanimously passed the House April 1. This bill provides a sales and use tax exemption for new or replacement equipment used for telecommunications infrastructure development.
Status Report
The committee hearings for bills ITCND is monitoring are completed. The work is now taking place in subcommittees and conference committees. A status report for the bills being tracked by ITCND is attached.

New Bill to Support "Green" CTE Programs
Earlier this week, Representative Jerry McNerney (D-CA) introduced the Grants for Renewable Energy Education for the Nation (GREEN) Act as H.R. 1775. ACTE has been working with Rep. McNerney on this legislation since last year and is excited about the possibility of additional support for CTE programs!
The GREEN Act would authorize $100 million in competitive grants to develop CTE programs of study and facilities in areas of renewable energy. It includes two main components:
grants to secondary-postsecondary-community partnerships for curriculum development

Earlier this week, Representative Jerry McNerney (D-CA) introduced the Grants for Renewable Energy Education for the Nation (GREEN) Act as H.R. 1775. ACTE has been working with Rep. McNerney on this legislation since last year and is excited about the possibility of additional support for CTE programs!
The GREEN Act would authorize $100 million in competitive grants to develop CTE programs of study and facilities in areas of renewable energy. It includes two main components:
grants to secondary-postsecondary-community partnerships for curriculum development
grants to develop CTE facilities that are energy efficient and promote the use of renewable energy practices

Holocaust Institute for Teacher Educators (HITE)
The American Association of Colleges for Teacher Education in cooperation with the United States Holocaust Memorial Museum (USHMM) will host the third Holocaust Institute for Teacher Educators (HITE) in summer 2009. The Institute will be held at the United States Holocaust Memorial Museum, in Washington, DC from From Monday, June 01 2009 to Friday, June 05 2009. There is no registration fee for HITE. Participants are responsible for travel, hotel, and expenses.

Call for Entries: 2009 AACTE Day on the Hill Publication
In conjunction with AACTE's Day on the Hill, June 17-18, 2009, the association will release a publication entitled, "Innovation and Reform in Teacher Preparation." This publication will be distributed to Congressional offices during Day on the Hill. This is an opportunity for AACTE members to showcase the work that you do to prepare high quality educators! We will include in the publication examples of innovations and reforms in AACTE member programs that have increased P-12 student learning and improved teacher effectiveness. If you have such examples and have the data (e.g., on the part of candidates – more highly qualified recruits, outstanding mentor/supervisor evaluations, higher retention in the program; and, on the part of P-12 pupils – enhanced learning as evidenced by increased student achievement ratings or scores, grade progression rates, or high school graduation rates) please take some time to complete an entry for the publication. Teacher Training Goes in Virtual Directions

New IU program offers fast track to teaching for math, science majors

Chemistry and math majors now have a more efficient path to earning both a master's degree in education and teacher licensure under a new agreement between the Indiana University College of Arts and Sciences and the School of Education. The university has approved a proposal for a coordinated program allowing students to earn a Bachelor of Science degree in math or chemistry and a Master of Science in Secondary Education while also becoming licensed to teach in a five-year program.

NCATE Seeks Field Comment on Proposed Redesign and Transformation Process

NCATE is in the midst of a redesign and transformation initiative which will provide a cost-effective, efficient, and collegial accreditation process for educator preparation. It will also give institutions the opportunity to engage in transformation initiatives (see NCATE website at www.ncate.org ) as part of the work of accreditation. The concept of continuous improvement is a major strategy NCATE will use to drive the process. NCATE is currently seeking comment from all stakeholders on the proposed process. All comments can be made directly via the web through boxes provided at various points within the document. Comments will be received through April 24.
AERA – ABS Graduate Student Education Research Workshop
The American Educational Research Association (AERA) and the Association of Black Sociologists (ABS) announce a joint professional development training workshop for advanced graduate students who are examining an education research topic from a sociological perspective. This workshop will provide advanced graduate students with mentoring and guidance on their dissertation and give them insight into publishing their work.
Dates: The workshop will be part of the 2009 ABS Conference, in New Orleans - June 17th- June 20th. All workshop activities will be held the afternoon and evening of Wednesday, June 17th.

North Dakota Teachers Wanted for Investments Workshop
TEACHER ALERT - APPLY TO ATTEND INVEST NORTH DAKOTA 3/31/2009
The fourteenth annual INVEST NORTH DAKOTA TEACHERS ACADEMY will be held July 20-24, 2009 at The University of Mary in Bismarck. Sponsored by the North Dakota Securities Department, the purpose of the Academy is to provide K-12 educators with both the training and the curriculum resources necessary to facilitate the integration of investor education and personal finance into their classrooms. The Academy will also give teachers the knowledge to form their own personal finance objectives and incentives.
Over 1700 teachers have attended Invest North Dakota during the past thirteen years of the academy. "A recent statewide survey conducted by the Securities Department, showed that 100% of the teachers responding felt that financial education was an important component in our young people's education and should be a part of their curriculum," stated Diane Kambeitz, Program Coordinator with the North Dakota Securities Department.
This 30-hour course provides teachers the opportunity to obtain 2 graduate credits of continuing education and will provide them with training and give them a wealth of resources and ready-to-use curriculum.
A $50.00 non-refundable registration fee is required. Register before June 10 and pay only $40.00. All other expenses including, college recording fees, course materials, dormitory lodging and most meals are provided at no additional cost.
"Invest North Dakota is a valuable experience for all North Dakota teachers from elementary through high school. Surveys indicate that most young people are not prepared to handle their financial futures. Therefore, it is never too early to start our young people thinking about money and financial planning. We also encourage school administrators to attend and participate in this worthwhile academy," said Kambeitz. "What makes this academy so unique is that it provides 'something for everyone' no matter what age level or discipline you teach."
Invest North Dakota is an important step toward teaching our state's future leaders the value of sound financial planning, saving and wise investing.
