STATEMENT OF GOV. JOHN HOEVEN ON SEN. BYRON DORGAN’S ANNOUNCEMENT
THAT HE WILL NOT RUN FOR REELECTION
BISMARCK, N.D. – Gov. John Hoeven today issued the following statement in response to Sen. Byron Dorgan’s announcement that he will not run for reelection to the U.S. Senate:
“Sen. Byron Dorgan this afternoon announced that he will not run for reelection to the U.S. Senate this year. I would like to take this opportunity to express my appreciation for his almost 40 years of public service to the people of North Dakota. I am pleased that during that time I have had a positive working relationship with him. We have collaborated on issues important to our state and I have come to appreciate the time and energy he has devoted to his office. As he begins this new chapter in his life, I would like to wish him the best on his future endeavors.”

At the University of Michigan School of Education, Dean Deborah Ball and her faculty have taken apart their training program and reassembled it, trying to figure out what skills teachers really need. The program overhaul – an ongoing process that began five years ago – will cut the number of classes students must take, and it will turn time in the classroom into an experience that is tightly focused on problem solving.

Keynote speakers include Juan Sepulveda, director of the White House Initiative on Educational Excellence for Hispanic Americans; Dolores Huerta, cofounder of United Farm Workers; and Sylvia Mendez, civil rights activist. The LEAD summit also will be webcast to participating universities throughout the country. The summit is cosponsored by AACTE.
NCATE Announces Blue-Ribbon Panel on Clinical Preparation
The National Council for Accreditation of Teacher Education today announced the formation of the NCATE Blue Ribbon Panel on Clinical Preparation, Partnerships, and Improved Student Learning. Nancy Zimpher, chancellor of the State University of New York System, and Dwight Jones, commissioner of education in Colorado, will cochair the panel, which is expected to issue recommendations for restructuring the preparation of teachers to reflect teaching as a practice-based profession akin to medicine, nursing, or clinical psychology.

2010: Topics for homeland security discussion
The only thing we can say for sure about 2010 is terrorists, criminals, and mother nature will surprise us at some point during 2010; still, based on what we do know, we offer a short list of topics we predict will dominate the homeland security discussion in the coming year – from whole-body scanners to 100 percent air cargo screening to social Web sites to communication interoperability to the consequences of climate change (or is there a climate change?)
Major homeland security challenges and initiatives of 2009
The year which ends tomorrow saw many homeland security-related challenges – the short list would include more cybersecurity attacks on U.S. (and European) infrastructure, military, and commercial assets; more wide-spread flooding and more intense storms; North Korea openly testing nuclear weapons, and Iran continuing its determined march toward the bomb; intensified war against terrorist hideouts in Pakistan and Afghanistan; and renewed threats to air travel, as exemplified by the Nigerian terrorist's attempt to bring down a commercial airline over Detroit; DHS launched many initiatives, and re-fashioned many existing policies, to meet these and other challenges
Air travel security reviews under way after airliner attack
The Obama administration has launched a review of two aspects of air travel security – the effectiveness of the no-fly watch list and explosive detection; critics take issue with DHS secretary Napolitano's assertion that the air travel security system “worked”
Renewed calls for Full Monty scanning in wake of underwear bomber attack
There is only one technology that could have detected the explosives hidden in the Nigerian terrorist's underwear: whole-body scanning; TSA already has 40 of these machines installed in 19 U.S. airports; trouble is, in June the U.S. House of Representatives voted 310 to 118 to pass a measure that prohibits the TSA from using whole-body imaging as a primary means for screening passengers; security experts say that privacy concerns notwithstanding, these machines, which offer anatomically correct images of the human body, should now be deployed as the primary scanning technology at airports
First case of highly drug-resistant TB found in U.S.
The first case of extremely drug-resistant (XXDR) TB is found in the united States; one of the U.S. leading experts on tuberculosis says about the patient: "He is really the future.This is the new class that people are not really talking too much about. These are the ones we really fear because I'm not sure how we treat them"

A con man, sensing the U.S. government's post-9/11 desperation for more intelligence on terrorist activities, was able to persuade the Pentagon, CIA, and other government agencies to pay him millions of dollars for software which was supposed to decipher operational instructions to terrorists hidden in al Jazeera's broadcasts

A 79-year old unlicensed pilot-inventor from Oklahoma built a blimp in his backyard; the last trial flight ended with the blimp coming down on an interstate motorway, causing traffic disruption; the FAA found that the blimp-happy septuagenarian does not have a flying license, medical certificate, or air-worthiness documents for his craft; undaunted, Marvin Polzein says: “"I know myself. I'll get back on it again. I'll make the corrections, and we'll try it again"

in championing the state's economic strengths. Representative Berg also received the North Dakota
Petroleum Council's Outstanding Public Service Award. Presented at its 28th annual meeting, the council
honored Representative Berg for his long-term commitment to creating and maintaining an improved tax
structure and business climate for the state's oil industry. He was cited for his legislative leadership in

Accreditor Is Not in Imminent Danger of Losing Status, Despite Scathing Federal Report

A memorandum released Thursday threatened severe discipline against the Higher Learning Commission of the North Central Association of Colleges and Schools. But the accrediting agency will not lose its authority anytime soon to award institutions the right to distribute federal student aid.
The Higher Learning Commission is one of six regional accreditors recognized by the U.S. Department of Education as a gatekeeper for such financial aid.
The inspector general of the U.S. Department of Education recommended this week that the department consider limiting, suspending, or terminating the commission's status as an accrediting organization. At issue is whether the Higher Learning Commission should have accredited American Intercontinental University, a for-profit institution that provides online education. The inspector general's report asserts that the accreditor did not set or enforce adequate standards for measuring credit hours and program length.
While the reaction from other accrediting groups and from Wall Street was swift -- sending the share price for American Intercontinental's parent company into a tailspin -- the process for taking action against the Higher Learning Commission promises to be lengthy and is likely to have little or no effect on the more than 1,000 institutions it accredits in 19 states.
The Education Department's Office of Postsecondary Education has already begun a review of the issues raised by the inspector general, but before the secretary of education can act on the inspector general's findings, the department must issue a report and any recommended action to the National Advisory Committee on Institutional Quality and Integrity, an 18-member advisory committee that must review any accreditation actions.
That committee, however, has yet to be fully formed since its previous incarnation was terminated in the most recent reauthorization of the Higher Education Act. The education secretary, Arne Duncan, nominated six members to the commission this week. but the remaining 12 members have yet to be nominated by the Speaker of the House of Representatives, Nancy Pelosi of California, and Sen. Robert C. Byrd of West Virginia, president pro tempore of the Senate.
And even if the committee and Secretary Duncan make the unlikely decision to terminate the Higher Learning Commission's status as a regional accreditor, the colleges accredited by the commission would have 18 months to seek approval from another regional accrediting agency, according to information from the Department of Education.
