IT Career Awareness Program position filled:
Wade Kadrmas has accepted the IT and IT career awareness assistant supervisor position through the North Dakota Department of Career and Technical Education (ND CTE). Kadrmas will assist Ray Hintz, ND CTE IT supervisor, in promoting the development of IT courses in schools across the state, as well as work with ITCND to create awareness of the opportunities with in the IT industry as part of the IT Career Awareness Program initiative.
Kadrmas is currently the technology coordinator and IT instructor at St. Mary’s High School in Bismarck. He will begin his new position on June 1.
ND CTE presented a proposal to partner on the hiring of this position to The IT Career Awareness Program Advisory Committee in February. The committee approved the proposal recognizing the opportunities to connect with education and government and to best use resources.
Kadrmas will begin developing materials and implementing the program this summer.
IT leaders gather at IT Symposium:
The North Dakota IT Symposium will be held Wednesday, May 13 at the Courtyard Marriott in Moorhead. The event is hosted by the Fargo CIO Exchange and will explore the role of IT in driving growth in life sciences, manufacturing, finance, global commerce and industries yet undiscovered. Interactive break-out sessions with regional executives and industry leaders will address the convergence of IT with other business imperatives. An evening cocktail reception will allow for further networking – creating and strengthening the personal relationships needed to be successful in today's workplace. MINNESOTA: On April 10, 2009, the major disaster declaration was amended to include FEMA Individual Assistance for eligible applicants in the following counties: Clay, Norman, Traverse and Wilkin. The initial declaration was approved by President Obama on April 9, 2009 for Public Assistance for seven counties and for Mitigation statewide. Eight additional counties were added for Public Assistance on April 14 bringing the total to 15 counties. More counties may be designated after the assessments are completed. In counties designated for Individual Assistance, homeowners and renters can apply for FEMA assistance. The toll-free number is the same for both states. FEMA disaster assistance covers basic needs only and will not normally compensate you for your entire loss. If you have insurance, the government may help pay for basic needs not covered under your insurance policy. Some disaster aid to individuals does not have to be paid back, while other assistance may come in the form of loans.
FEMA provides multi-lingual products and services to Limited English Proficiency residents and support services for residents with special needs in order to ensure that all residents receive information needed to apply for assistance. Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible up to $40,000 to repair or replace damaged or destroyed personal property.
Also, businesses (all sizes) and non profit organizations may apply to SBA for low-interest disaster loans of up to $2 million to repair or replace damage to real estate, leasehold improvements, machinery and equipment, inventory and other business assets. These loans cover uninsured losses or situations where the insurance coverage falls short of the repair or replacement costs.
Economic Injury Disaster Loans (EIDLs) are working capital loans that help small businesses, small agricultural cooperatives and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist throughout the disaster recovery period.
Business owners may also receive support from SBA Customer Service Representatives at any Disaster Recovery Center (DRC) in North Dakota and Minnesota.

MEDICARE ANNOUNCES SITES FOR PILOT PROGRAM TO IMPROVE QUALITY AS PATIENTS MOVE ACROSS CARE SETTINGS
14 Communities Funded to Reduce Rates of Hospital Re-admissions and
“Fragmentation of Care”
The Centers for Medicare & Medicaid Services (CMS) recently announced the 14 communities around the nation that have been chosen for the Agency’s Care Transitions Project, seeking to eliminate unnecessary hospital readmissions.
“Our data show that nearly one in five patients who leave the hospital today will be re-admitted within the next month, and that more than three-quarters of these re-admissions are potentially preventable,” said CMS Acting Administrator Charlene Frizzera. “This situation can be changed by approaching health care quality from a community-wide perspective, and focusing on how all of the members of an area’s health care team can better work together in the best interests of their shared patient population.”
The goal of the Care Transitions Project is to improve health care processes so that patients, their caregivers, and their entire team of providers have what they need to keep patients from returning to the hospital for ongoing care needs. By promoting seamless transitions from the hospital to home, skilled nursing care, or home health care, this community-wide approach seeks, not only to reduce hospital readmissions but to yield sustainable and replicable strategies that achieve high-value health care for Medicare beneficiaries
Communities in the following regions have been selected to participate in the Project: Providence, R.I.; Upper Capitol Region, N.Y.; Western Pennsylvania; Southwestern New Jersey; Metro Atlanta East, Ga.; Miami.; Tuscaloosa, Ala.; Evansville, Ind.; Greater Lansing Area, Mich.; Omaha, Neb.; Baton Rouge, La.; North West Denver, Colo.; Harlingen, Texas; and Whatcom County, Wash. The work of the Care Transitions Project will respond to the unique needs of each of the 14 communities.
Each of the Care Transitions communities is led by a state Quality Improvement Organization (QIO). QIOs work throughout the country as part of CMS’s quality program to help health care providers, consumers and stakeholder groups to refine care delivery systems to make sure all Medicare beneficiaries get the high-quality, high-value health care they deserve. Each QIO in the project is required to work with partners to implement the following:
a) hospital and community system-wide interventions;
b) interventions that target specific diseases or conditions; and
c) interventions that target specific reasons for admission.
The following QIOs serve as Care Transitions leaders throughout the country: Quality Partners of Rhode Island; IPRO Inc. (in New York); Quality Insights of Pennsylvania; Healthcare Quality Strategies Inc. (in New Jersey); Georgia Medical Care Foundation Inc.; FMQAI (in Florida); AQAF (in Alabama); Health Care Excel (in Indiana); MPRO (in Michigan); CIMRO of Nebraska; Louisiana Health Care Review; Colorado Foundation for Medical Care; TMF Health Quality Institute (in Texas); and Qualis Health (in Washington).
CMS will monitor the success of this project by watching the rates at which patients in these communities return to the hospital. Re-admission rates for hospitals have been tracked by CMS for some time, and will be available to consumers later this year through the Hospital Compare Web site at http://www.hospitalcompare.hhs.gov.

3. Registration Now Open for Next National Conference Call for Providers Regarding ICD-10
Providers may now register for the Centers for Medicare & Medicaid Services’ ICD-10-CM/PCS Implementation and General Equivalence Mappings (Crosswalks) National Provider Conference Call that will be conducted on May 19, 2009 from 1:00 p.m. – 2:30 p.m. Eastern Daylight Time.

4. Informational Sessions Scheduled May 4, 5 & 11, 2009 Regarding CMS’ Recovery Audit Contractor (RAC) Program
The Centers for Medicare & Medicaid Services (CMS) will be offering several informational sessions on the Recovery Audit Contractor (RAC) Program. Presenting with CMS will be the RAC for California, HealthDataInsights, Inc. These sessions will take place at the CMS San Francisco Regional Office located at 90 7th Street in San Francisco, California.
On May 4, 2009, CMS will offer two sessions each with a capacity for 200 participants: one at 9:30 AM to 12:30 PM (PDT) and again at 2:00 PM to 5:00 PM (PDT).
On May 5, 2009, CMS will host an additional informational session from 9:30 AM to 12:30 PM (PDT) with a capacity of 90 participants.
The program will provide California hospitals, SNF’s, Rehabilitation Facilities, Home Health Agencies, DME Suppliers, and physicians with an opportunity to ask CMS officials and HealthDataInsights, Inc. questions regarding the RAC program. The permanent RAC Program was instituted as a result of Section 302 of the Tax Relief and Health Care Act of 2006 and requires the Secretary to expand the program to all 50 states by no later than January 1, 2010. The RACs are tasked with identifying improper payments paid on Medicare fee-for-service claims. 5. Five-Star Quality Rating System - April News
1. The Five-Star provider preview reports will be available beginning Thursday, April 16, 2009. Providers can access the report from the Minimum Data Set (MDS) State Welcome pages available at the state servers for submission of MDS data.
Provider Preview access information:
· Visit the MDS State Welcome page available on the State servers where you submit Minimum Data Set (MDS) data to review your results.
· To access these reports select the Certification and Survey Provider Enhanced Reports (CASPER) Reporting link located at the bottom of the login page.
· Once in the CASPER Reporting system,
i. Click on the 'Folders' button and access the Five Star Report in your 'st LTC facid' folder,
ii. Where st is the 2-digit postal code of the state in which your facility is located and
iii. Facid is the state assigned facid of your facility.
2. The Five-Star Helpline will be open for providers from 9AM to 5PM ET beginning Thursday, April 16, 2009 - Friday, May 1, 2009 to address any April’s data concerns.
3. There will be no Five-Star helpline access for the months of May and June to coincide with the release of each month’s preview data. For Five-Star provider preview questions during these months, use the BetterCare@cms.hhs.gov email. The helpline will begin quarterly operation beginning in July.
4. Nursing Home Compare will update with April’s Five-Star data on Thursday, April 23, 2000.

6. DMEPOS Supplier Accreditation Reminder
DMEPOS Supplier Accreditation – Time is Running Out
Deadline is September 30, 2009
Time is running out for suppliers of durable medical equipment, prosthetics, orthotics and supplies (DMEPOS) who bill Medicare under Part B to obtain accreditation by the September 30, 2009 deadline or risk having their Medicare Part B billing privileges revoked on October 1, 2009. While the accreditation process takes on average 6-7 months to complete, the process could take as long as 9 months to complete. Accordingly, DMEPOS suppliers should contact an accreditation organization right away to obtain information about the accreditation process and submit an application.
In order to retain or obtain a Medicare Part B billing number, all DMEPOS suppliers (except for exempted professionals and other persons as specified by the Secretary) must comply with the Medicare program’s supplier standards and quality standards to become accredited. The accreditation requirement applies to suppliers of durable medical equipment, medical supplies, home dialysis supplies and equipment, therapeutic shoes, parenteral/enteral nutrition, transfusion medicine and prosthetic devices, and prosthetics and orthotics.
Pharmacies, pedorthists, mastectomy fitters, orthopedic fitters/technicians and athletic trainers must also meet the September 30, 2009 deadline for DMEPOS accreditation. Certain eligible professionals and other persons as specified by the Secretary are exempt from the accreditation requirement.

The American Recovery and Reinvestment Act (ARRA) of 2009 was signed into law on February 27, 2009. The ARRA removed the 50% reduction in capital Indirect Medical Education (IME) and hospitals will receive the full capital IME retroactive to October 1, 2008. MEDICARE ANNOUNCES SITES FOR PILOT PROGRAM TO IMPROVE QUALITY AS PATIENTS MOVE ACROSS CARE SETTINGS
14 Communities Funded to Reduce Rates of Hospital Re-admissions and
“Fragmentation of Care”
The Centers for Medicare & Medicaid Services (CMS) recently announced the 14 communities around the nation that have been chosen for the Agency’s Care Transitions Project, seeking to eliminate unnecessary hospital readmissions.
“Our data show that nearly one in five patients who leave the hospital today will be re-admitted within the next month, and that more than three-quarters of these re-admissions are potentially preventable,” said CMS Acting Administrator Charlene Frizzera. “This situation can be changed by approaching health care quality from a community-wide perspective, and focusing on how all of the members of an area’s health care team can better work together in the best interests of their shared patient population.”
The goal of the Care Transitions Project is to improve health care processes so that patients, their caregivers, and their entire team of providers have what they need to keep patients from returning to the hospital for ongoing care needs. By promoting seamless transitions from the hospital to home, skilled nursing care, or home health care, this community-wide approach seeks, not only to reduce hospital readmissions but to yield sustainable and replicable strategies that achieve high-value health care for Medicare beneficiaries
Communities in the following regions have been selected to participate in the Project: Providence, R.I.; Upper Capitol Region, N.Y.; Western Pennsylvania; Southwestern New Jersey; Metro Atlanta East, Ga.; Miami.; Tuscaloosa, Ala.; Evansville, Ind.; Greater Lansing Area, Mich.; Omaha, Neb.; Baton Rouge, La.; North West Denver, Colo.; Harlingen, Texas; and Whatcom County, Wash. The work of the Care Transitions Project will respond to the unique needs of each of the 14 communities.
Each of the Care Transitions communities is led by a state Quality Improvement Organization (QIO). QIOs work throughout the country as part of CMS’s quality program to help health care providers, consumers and stakeholder groups to refine care delivery systems to make sure all Medicare beneficiaries get the high-quality, high-value health care they deserve. Each QIO in the project is required to work with partners to implement the following:
a) hospital and community system-wide interventions;
b) interventions that target specific diseases or conditions; and
c) interventions that target specific reasons for admission.
The following QIOs serve as Care Transitions leaders throughout the country: Quality Partners of Rhode Island; IPRO Inc. (in New York); Quality Insights of Pennsylvania; Healthcare Quality Strategies Inc. (in New Jersey); Georgia Medical Care Foundation Inc.; FMQAI (in Florida); AQAF (in Alabama); Health Care Excel (in Indiana); MPRO (in Michigan); CIMRO of Nebraska; Louisiana Health Care Review; Colorado Foundation for Medical Care; TMF Health Quality Institute (in Texas); and Qualis Health (in Washington).
CMS will monitor the success of this project by watching the rates at which patients in these communities return to the hospital. Re-admission rates for hospitals have been tracked by CMS for some time, and will be available to consumers later this year through the Hospital Compare Web site at http://www.hospitalcompare.hhs.gov.

Across the state, the melting snow is revealing a trail of damage left behind from the snowfall and flood waters. The damage includes washed out gravel roads, split pavement, damaged bridges, ruined fences and animal carcasses strewn about. Last week lawmakers received reports about the total cost of all this damage and what can be done to help. The State Department of Emergency Services estimates that the flooding damage could top $200 million. In addition, the department is estimating there was $34 million in extra snow removal costs and an additional $50 million in infrastructure damage caused by the snow. Department of Transportation Director Francis Ziegler told lawmakers road damage assessments are increasing by the day, though he declined to give an estimate because of the fluid nature of the situation. He said this is the first time Interstate-94 has had to be shut down due to concerns of flooding. Adj. General David Sprynczynatyk said the North Dakota National Guard is assisting with road repairs for emergency routes in areas where contractors are busy or unavailable. State Agriculture Commissioner Doug Goehring told lawmakers his department is looking to help ranchers clear away dead animals at no cost to them. This needs to be done quickly—before the sitting carcasses become a public health issue.
The federal government will assist on flood disaster costs, providing 90 percent of the cost of cleanup through the Federal Emergency Management Agency (FEMA). The federal government is stepping up in other ways. Since President Barack Obama declared 30 counties in North Dakota eligible for disaster relief, individuals can receive federal assistance to defray the costs of disaster-related housing expenses, household repairs, low-interest loans from the Small Business Administration, and funding to safeguard against future disasters. FEMA has also set up disaster resource centers across the state.
There are four FEMA disaster resource centers in the state. They are at the following locations:
Bismarck: Gateway Mall, 2700 State St. Suite F5, Bismarck, ND, 9 a.m. to 7 p.m. Monday through Friday
Fargo: Cass County Courthouse, 101 2nd Ave. South, Fargo, ND, 9 a.m. to 7 p.m. Monday through Friday
Linton: 101 1st St. NE, 9 a.m. to 7 p.m. Monday through Friday
Other sites are scheduled to open in Wahpeton, Valley City, Lamoure and Jamestown.
FEMA can offer specific assistance to individuals in four areas:
Housing

--Replacement of homes
Assistance for other flood-related damages including:
--Medical and dental costs
--Funeral and burial costs
--Clothing and tools for cleanup efforts
--Moving and storage expenses for disaster victims

Disaster Unemployment Benefits
--Benefits for those who lost their job or work time due to the disaster
--Extend up to 26 weeks
--Available to self-employed individuals affected by the disaster including farmers and

HB 1012, the human services budget, came out of the Senate with some major victories for long-term care providers and elderly care facility patients who have their care paid for by Medicaid. Working on the bill in the Appropriations process, Sen. Tim Mathern, (D-11 Fargo) and Sen. John Warner, (D-4 Ryder) led an effort to get more funding for long-term care facilities and in-home caretakers. The bill, which would have originally given these groups a 6 percent funding increase, came out of the Senate with a 7 percent increase. It also guaranteed a raise to workers in this industry. On the same bill, Mathern successfully pushed for an increase in the personal care allowance for patients whose facility stay is paid for by Medicaid. This is the amount of their own money that they’re allowed to keep per month (the rest is turned over to pay for their care). The bill, coming out of the Senate, raises this monthly allowance from $60 to $95.

Across the state, the melting snow is revealing a trail of damage left behind from the snowfall and flood waters. The damage includes washed out gravel roads, split pavement, damaged bridges, ruined fences and animal carcasses strewn about. Last week lawmakers received reports about the total cost of all this damage and what can be done to help. The State Department of Emergency Services estimates that the flooding damage could top $200 million. In addition, the department is estimating there was $34 million in extra snow removal costs and an additional $50 million in infrastructure damage caused by the snow. Department of Transportation Director Francis Ziegler told lawmakers road damage assessments are increasing by the day, though he declined to give an estimate because of the fluid nature of the situation. He said this is the first time Interstate-94 has had to be shut down due to concerns of flooding. Adj. General David Sprynczynatyk said the North Dakota National Guard is assisting with road repairs for emergency routes in areas where contractors are busy or unavailable. State Agriculture Commissioner Doug Goehring told lawmakers his department is looking to help ranchers clear away dead animals at no cost to them. This needs to be done quickly—before the sitting carcasses become a public health issue.
The federal government will assist on flood disaster costs, providing 90 percent of the cost of cleanup through the Federal Emergency Management Agency (FEMA). The federal government is stepping up in other ways. Since President Barack Obama declared 30 counties in North Dakota eligible for disaster relief, individuals can receive federal assistance to defray the costs of disaster-related housing expenses, household repairs, low-interest loans from the Small Business Administration, and funding to safeguard against future disasters. FEMA has also set up disaster resource centers across the state.
There are four FEMA disaster resource centers in the state. They are at the following locations:
Bismarck: Gateway Mall, 2700 State St. Suite F5, Bismarck, ND, 9 a.m. to 7 p.m. Monday through Friday
Fargo: Cass County Courthouse, 101 2nd Ave. South, Fargo, ND, 9 a.m. to 7 p.m. Monday through Friday
Linton: 101 1st St. NE, 9 a.m. to 7 p.m. Monday through Friday
Other sites are scheduled to open in Wahpeton, Valley City, Lamoure and Jamestown.
FEMA can offer specific assistance to individuals in four areas:
Housing
--Temporary housing for flood victims
--Flood damage repair to existing homes
--Replacement of homes
Assistance for other flood-related damages including:
--Medical and dental costs
--Funeral and burial costs
--Clothing and tools for cleanup efforts
--Moving and storage expenses for disaster victims
--Vehicle damage compensation for disaster-related damage
Disaster Unemployment Benefits
--Benefits for those who lost their job or work time due to the disaster
--Extend up to 26 weeks
--Available to self-employed individuals affected by the disaster including farmers and
business owners
Tax deduction

Few flood-impacted households seek replacement of Supplemental Nutrition Assistance Program benefits
Help may still be available for eligible low-income households
BISMARCK, N.D. – The North Dakota Department of Human Services today reported that 13 low-income households reported food losses from spring flooding or related power outages and sought Supplemental Nutrition Assistance Program replacement benefits under a special waiver. Known previously as the Food Stamp program, the USDA program served 23,637 North Dakota households in March.
“We were surprised that there wasn’t more demand, but many of the people residing in affected areas around Bismarck and Fargo are not program clients,” said state program administrator Arlene Dura. “Because flooding has become more widespread over the past few days, more clients may be affected statewide. We want Supplemental Nutrition Assistance Program clients to know that help is still available, but timing is everything. They must report a food loss within 10 days of the loss.”
In late March, the department received a federal waiver that gave program participants up to 20 days after the March 24, 2009 presidential disaster declaration to request the extra help. On March 27, the department announced, via the media, that program participants could receive dollar for dollar replacement of a month’s worth of benefits if they had a loss, reported it to any county social service office, and signed an affidavit by April 13, 2009. The department also contacted county social service offices providing them with posters and encouraging them to try to identify and contact affected clients.
Dura said replacement benefits are important for clients displaced by flooding who often seek shelter with family and friends. She said the 13 participating households together received a total of $4,185 in federally-funded replacement benefits. Benefits are issued on the program’s specialized debit card, called an EBT card, and can be used at grocery stores and other retailers to purchase food items only.
Individuals with damaged, destroyed, or misplaced EBT cards can obtain replacement cards from any county social service office. Individuals with questions about their benefits can contact any county social service office or the N.D. Department of Human Services at 800-755-2716.

Information Notification: Important changes to Student E-mails
A campus discussion led a small group of employees to brainstorm a more effective way to notify students, using e-mail, of events. This group then presented proposed changes to the Student Government Association on March 9. The SGA unanimously supported the implementation of this new protocol for the student e-mails from the Office of Public Information.
The new protocol will directly impact the way student groups submit information to be sent to all students, as well as the way students receive e-mails from the university.
In the past, student groups would send their e-mails directly to Cathy Horvath, director of IT Central, and she would forward them as individual messages to all students. Oftentimes, this would lead to students receiving anywhere from one to 10 e-mails a day notifying them of events, meetings or other information. Students and MSU employees have expressed concerns that this is a form of spam from the university and should be handled differently.
The new process for sending e-mails will effectively combine all the messages from students into one e-mail to be sent out at the beginning of the week – in a similar fashion to the change that was done a year and half ago with faculty/staff e-mails. The result from that change has been received in a very positive manner – with faculty and staff agreeing that reading one e-mail containing a number of quick messages is more effective. I have included a sample e-mail from a typical “combined” e-mail sent out to faculty and staff.

Minot State University public health nursing students are organizing a community-wide "e-rase your e-waste" recycling event on Wednesday and Thursday (April 1-2). The MSU Dome’s north parking lot will serve as the collection site for the event. On Wednesday (April 1), recycling will run from 7 a.m. to 7 p.m. On Thursday (April 2), recycling will run from 7 a.m. to 1 p.m.

As you can see, the individual messages within the e-mail are brief, to the point and ensure the reader that they have all the important information necessary related to the event.
New protocol for student e-mails will fall within the subsequent rules:
1. Students wishing to send out an e-mail to fellow students will NEED to send it to studentinformation@minotstateu.edu by Friday at noon, the week prior to it being sent out. The combined e-mail to students will go out the morning of the following Monday (or Tuesday, if Monday is a holiday). For example, if your event takes place on Saturday, May 2, you will NEED to send the pertinent detai ls to studentinformation@minotstateu.edu by April 24 at noon. It will then be included in the Monday April 27 e-mail. Sending it any later than this time would ensure that it NOT be included in an e-mail to students.
2. Students will include all necessary information in fewer than 200 words. That means you need to say what group or organization you belong to, the date, time and location of the event you are hoping to have students attend and some way for people to contact you, a phone number or e-mail address. Keeping this information brief will increase the probability of more students reading the e-mail. No one likes to read four paragraphs of details when one would suffice.
3. We will NOT accept lengthy diatribes involving public debate or personal opinion, political statements, personal items for rent/purchase or any advertisement or announcement for outside organizations or non-university related events. In short, the information should be pertinent to a large number of Minot State University students and be part of a university-sponsored event or group.
4. If you would like to include a link to an e-mail or Web site in your message, that is fine. Please do NOT include special formatting needs, enclosures or attachments.
5. The Office of Public Information reserves the right to edit your e-mail for spelling, grammar or other unsightly errors related to style. If there is a question of clarity, accuracy or appropriateness, the PIO will make every attempt to contact you in hopes of resolving the concern.
6. The new process for sending out combined e-mails to students once a week does NOT include messages from the University President, the registrar’s office and other administrative requests as seen fit. Those will happen throughout the week, as needed. Emergency notifications, through NotiFind are also separate from the combined weekly e-mail.
The new procedure for this combined e-mail to students will start on April 20.
