9:10 a.m. Presentations by representatives of the North Dakota University System regarding:
• The University System's long-term finance plan and potential changes to the plan
• An overview of the University System's 2009-11 biennium budget
• The percentage of total University System funding used for areas such as financial
aid, instruction, and administration
• The use of state and local funds at each University System institution by major
expenditure category
• Local funds used at higher education institutions, including:
The purpose of the funds, the uses of major unique operating funds, and the
ability to transfer funds within an institution
The transfer of institution auxiliary funds for nonauxiliary uses and the use of state
funding for auxiliary services
• The method used to calculate deferred maintenance at campuses, including the
current deferred maintenance balance at each campus
• Vacant faculty and staff positions at institutions, including the use of funds saved
from vacant positions
• State Board of Higher Education policy regarding the utilization of revenue generated
from online course delivery

1:45 p.m. Presentation by a representative of the North Dakota University System regarding the
Area Health Education Center program, including the development of the program and
funding sources

2:00 p.m. Presentation by representatives of the North Dakota University System regarding:
• The number of full and partial tuition waivers granted at each institution
• The number of students who receive a tuition waiver that remain in the state
following graduation
2:20 p.m. Presentation by a representative of the North Dakota University System regarding
current student enrollments at higher education institutions, the desired enrollment at
each institution, and the feasibility and desirability of limiting enrollment at institutions
2:40 p.m. Presentation by a representative of the North Dakota University System regarding the
feasibility and desirability of allowing communities to convert a higher education
institution to a private institution or use the institution's infrastructure for a private use
3:00 p.m. Comments by other interested persons regarding the committee's study of higher
education
